A human won't but as I put in another thread, it would surely depend on what they were trading, and what race we are talking about. There are several factors to put into this to make it feel right.
What the AI Needs is a sense of when it's at war, or at peace and what it's priorities are. Traders valuing trade techs very highly, drengin valuing weapons very highly, humans valuing expansion techs highly, altarians influence techs highly, individual preferences to fit their strengths and hopefully later beta game builds unique playstyles. This means they are more likely to ask for them too hopefully in trade, which makes for stronger AI.
War to the Drengin is just like a way of life. Would that warlike race trade you a way to improve your environment (even in war), possibly, especially if you were giving them weapons. Would that warlike race give you weapons, definitely not. Would anyone give you weapons in war? Probably not, would anyone give you weapons outside of war, unlikely but possibly trading civs or your allies would, but it's doubtful those that don't like you much would ever give you weapons to shoot them.
As you can see, many factors need to be written in for it to make sense. Tech trading needs to remain at the very least on the level of tribute to buy a peace treaty, so you can throw loads of techs to an AI to get a temporary peace which will give you time, but also make them stronger, hopefully weighted to their individual preferences again influence/weapons/trading/expansion/diplomacy etc.
