The Krynniac Temple says it provides 10% influence growth. The upper left arrow in this screen shot shows that I have built a Krynniac Temple, but the lower right tooltip for the planet's influence does not show the extra 10%. Is that a bug, or is the influence growth reflected turn by turn in the base influence increase and deliberately is not shown in the tooltip?
There are two different things going on here:
1) Your current influence and its modifiers, as shown in the detail tooltip when pointing at the influence value (75.4);
and
2) the growth of your influence. This growth is not shown on the planet screen. But if you go back to the main view and select the planet it will be shown in the planet info panel. The temple modifies the growth of the influence per turn, so it shows up in this panel.
To answer your original question: it is deliberately not shown in the tooltip because it is not an influence modifier, but an influence growth modifier. And those two things while related are two completely separate (calculation) values.
