Some more general feedback in game-play as of the 0.31 patch:
Suggestions
1) Increase Ship Speed - After a lot more playing the past few weeks, and a game in GCII, the ship movement on the map feels very slow. Perhaps movement speed could be set by a slider in the options menu...
2) Don't Wait for Ship Movement under FOW - It seems that only ships within the viewing pane show movement, so when zoomed in tight, turns breeze by. But when zoomed out, not only do you have to wait for your ships, you have to also wait for all the invisible enemy ships to move too... It would be nice if only visible ships delayed turns from advancing.
3) Realign Mini-map Viewing Pane - When clicked, the current position of mini-map viewing pane relative to the cursor is centered on the bottom line. This isn't intuitive and, IMO, is quite annoying. It would be nice if the mini-map view was centered on the cursor...


4) Either Keep Mini-map Size consistent, or make it Zoomable - I'm not sure if this is a bug, but the mini-map scales down with exploration (didn't notice this in earlier builds). In the image below, the mini-map is tiny because I've explored everywhere--and this is on a tiny map.

If this effect is intentional, it makes the mini-map unusable IMO. I'd prefer the mini-map to have zooming enabled, but if that isn't the vision for the mini-map, I'd settle for one consistent (useful) size.
Bugs
1) Ship Range Boundary Visible after Deselected - I had my survey ship's range indicator line remain visible in one spot after deselecting the ship. It remained visible for several turns, and it disappeared after I switched to a separate full screen (shipyard manager, I think). The errantly visible boundary was on the edge of a nebula (not shown in picture below due to FOW).

2) Other Civ's ZOC Boundary Visible on Edge of Map - During several games (I started about 25 on tiny maps), other civ's ZOCs were visible along the edge of the map.

3) Quick Start Builds Same Map - Perhaps this isn't a bug... but on tiny maps, at least, whenever you select "Quick Start," the same map is produced if you have a particular galaxy type selected. This was true for all four types of galaxy, and will happen even if you play a "New Game" (with the same settings) after a Quick Start. For example, if you select Quick Start, you end up with Map A. If you select quick start again, Map A again. If next you select New Game with the same settings, you'll get a new map (Map B ). You can play multiple New Games with the same settings (Map C, Map D, etc.), but if you select Quick Start again, back to Map A.
