So I'm playing this huge game, over 100 planets, like a dozen stars, there have been some epic 30 minute long battles, but the enemy has buildt those super cannons and keep eradiating my planets, so I have to recolonizing them, and reupgrade them. I also loose the ability to build at those planets for some time, also anyoing.

Is there a way to counter them. I know I can give starbases the ability to have a goverment in exile,  but those planets allready have starbases that are fully upgraded.
