Colony always destroyed due to cultural influence....after Double Cap Ship and 5000 Point Mods

I updated Sins with 2 mods - one doubled the number of Cap ships and second increased the 5000 cap for ships.

Now I cannot play the game because it say my colony is destroyed by cultural influences.... I am runnin Ver 1.03

ANY SUGGESTIONS please help
