Starting an Ad with a HQ

I'm sorry if this a noob question, but I read in the manual and a few posts here have hinted at the ability to start an ad in a state in which you have a HQ but are not there personally. I can't find how to do this exactly. I've tried to highlight the HQ of the state I'm trying to place an ad and then hitting the button to do so, but it does it in the state my candidate is in.

Any help would be greatly appreciated

Unfourtunatly you can only start Advertisements in the state you're currently visiting...otherwise there was some major cheese going on with players flinging ads across the country (from one solitary location) in the last few turns.
