States are all Grey

No matter what view mode my game is in the states are all grey. This makes it impossible to play the game. I have Windows XP and Service Pack 2 and Directx 9.0c installed. Please help me soon, because I won't be interested in this game after the elections and buying it will have been a waste of money.

I'm in the same boat as Metro...

XP with Service Pack 2, Directx 9.0. Radeon 7200 vid card with latest updates installed.

My US map is always grey...no matter which item I choose from the drop-down box.

I tried uninstalling SP2 and reinstalling SP1. Still no luck. You can't play the game with out the color!!!

Ok, here's the status. I uninstalled both SP1 and SP2, reinstalled SP1, installed updated DirectX drivers, updated my monitor and video card drivers. STILL NOTHING!!! I'm pulling my hair out!!! HELP!!!!

1) Click Start
2) In the run dialog, enter dxdiag. This starts the directx diagnostic tool. Let it check to see if your drivers are digitally signed.
3) Click save all information.
