I'm not sure if this is a bug, or if this is how you intended for it to work. If you hire two or more webmasters in the same state, you actually make money from your advertising maintenance. For example, if you have two webmasters in California, you will make $15K per month off of each TV ad that you have running. If you run 20 ads out of California you will make $300K per month of of ad revenue (which should be an expense). Running this many ads will not only guarantee a victory in CA, it will also improve your standing in the rest of the country while making you money every turn. If you hire a third webmaster the ammount will increase to $37K per ad.
This is very effective when you advertise on issues that everyone agrees (i.e. dem, ind, and rep all positive). It is made more effectie by creating two ads on each issue, one that you are pro and a second that the opponent is con.
