Why not make it so that people cant actually see what the bounty on their own heads but only make them viewable to the person who is getting attacked (when the pirates launch off). This way people will always be on edge about incoming pirate attacks. Also the timer till the next pirate raid starts should only commence once the current pirate raid has been stopped by the player.

OR

make it so that people cant see bounties at all no matter what. once again the timer till the next pirate raid starts should only commence once the current pirate raid has been stopped by the player and all bounties should reset to zero on all players.
